Things like the truck are often found in games. They are what's called a "dump". Basically the truck would have been part of an area that was originally in the game but was taken out do to one reason or another. Rather than deleting these areas they often just "hide" them. It's easier and more cost effective to hide them rather than delete them. It also gives gamers little bits of stuff to find everyonce in a while. I know where several of these areas can be found in several different pokemon games, in several zelda games, and in several other miscellaneous games.
