When you ban someone, depending on the software, it allows you to either ban the account, or the IP address the account is using. Usually making another account when you have the more minor ban is punishable by an IP ban. IP bans are also dished out after the offender continues to break rules. They prevent you from making another account with that IP address, or even visit the forum(unless you use a proxy.) You can set how long the ban is, or just make it permanent. Moderators and administrators know if it's a duplicate account, because on the side of your name on their screen, they can see your IP address, and if it matches with a previous account, they'll know it's you. Pretty simple. If they have the full version of Google Earth they can take a picture of your house. Ah...the good ol' days.
